Send 'New Member Has Been Enrolled' practice notification when members are enrolled manually by a practice user

Hint doesn't send this notification when members are manually enrolled by a user.
Specialdocs wants their doctors to be notified immediately when their CS team enrolls a new member manually, because the doctors reach out to new patients to schedule their 1st appointment ASAP, not the next day. Currently, they have to manually send their doctors an email to notify them of a new member that was manually enrolled.
